Description

In this letter written in 1824, James Madison writes to a member of the House of Representatives about limits on the Congress’s authority to provide funds for the construction of canals. Madison, author of the U.S. Constitution, notes that even Alexander Hamilton, who believed in giving more authority to the central government, did not believe Congress had this authority.
