This image shows the state house of Maryland in Annapolis. Delegates from five of the thirteen states met there in September 1786 in order to discuss proposals for the more uniform regulation of trade throughout the union. Ultimately, attendees, including Alexander Hamilton and James Madison, decided to call for a new meeting to be held specifically for the purpose of revising the Articles of Confederation.
