Thomas Jefferson first drafted this bill in 1777. For him, religious freedom meant the right to have any of religious beliefs, or none at all. It also meant that government could not force people to support any church—even one they chose—or to attend religious services. These later ideas inspired the 1st Amendment to the U.S. Constitution.
