This document was the first agreement between the thirteen founding colonies that formed the United States of America. Proposed by the Continental Congress in 1777, it was ratified by the states in 1781. The document describes a form of government that links the colonies together in a loose union of states. The states retain many more powers than the central government. Many colonists feared a strong central government.
