Jefferson proposed this Bill for the More General Diffusion of Knowledge in 1779 as part of a larger plan to democratize Virginia. He wanted a three-tiered system of public schools. All boys would receive a basic primary school education. The best would then go to grammar school, and the best of those would attend the College of William and Mary.
