Description

In this letter, Thomas Jefferson, the American minister to France, writes to William Carmichael, the American minister to Spain. He notes that he has put aside his previous reservations about the Constitution, including the lack of a bill of rights, and wishes for the document to be ratified quickly. Congress could then propose appropriate amendments at a later date.
