In this letter, the New Yorker John Jay expressed hope that his state’s legislature would enact a law to abolish slavery. Between 1777 and 1804, every northern state took steps to end slavery, either immediately or gradually. Change came relatively slowly in Jay’s New York, which passed its gradual emancipation statute in 1799.
