On June 7, 1776, Richard Henry Lee, a Virginia delegate to the Continental Congress, acted on instructions from the Virginia convention and introduced a motion for independence for the united colonies. A vote on the resolution was delayed until July 2, when its passage was assured. In the interim, the Declaration of Independence was composed.
