Description

In this letter, President Jefferson argued that obtaining Louisiana—and especially securing access to the port of New Orleans—was essential to the future of the American republic. On Jefferson’s instructions, in April 1803, Robert R. Livingston and James Monroe signed a treaty by which the U.S. gave France $15 million in exchange for the entire Louisiana Territory.
